The California Air Resources Board (CARB) has released draft data summaries from its 2023 Consumer and Commercial Products Survey, the dataset that will inform future VOC rulemaking for consumer product categories, including aerosols, sold in the state.
The draft summaries, initially released on 30 April, provide a detailed picture of consumer product sales, emissions, VOC content, chemical speciation and reactivity across 37 product categories for the 2023 calendar year. CARB has published the material for stakeholder review and feedback, and presented the data at a public webinar in early June.
The survey collected sales and formulation data from responsible parties and formulators on products sold or supplied for use in California during 2023. The 37 categories span products already regulated under the state's consumer products regulations as well as categories not previously regulated. CARB has said the data will support the statewide consumer product inventory, the speciation profiles used in air quality modelling, and future rulemakings.
The reporting process proved protracted. The survey launched on 3 December 2024 with a deadline of 8 April 2025, which CARB later extended to 22 September 2025 in a bid to increase market coverage. The agency warned at the time that data from non-responding companies would be excluded from the updated inventory for the surveyed categories.
Separately, CARB is conducting its 2025 Personal Fragrance Products Technical Assessment, evaluating whether the 50% VOC standard for personal fragrance products, due to take effect on 1 January 2031, remains feasible with existing or emerging technologies.
