EPA extends compliance deadline for aerosol coatings VOC standards

The U.S. Environmental Protection Agency (EPA) has announced an extension to the compliance deadline for volatile organic compound (VOC) regulations affecting aerosol coatings.

In an interim final rule published on July 2, 2025, the agency moved the original compliance deadline from July 17, 2025, to January 17, 2027.

This extension gives manufacturers an additional 18 months to complete necessary reformulations, update product labeling and manage supply chain changes required under the more stringent VOC limits.

The EPA cited technical challenges and industry requests as key reasons behind the delay. Reformulating aerosol coatings to meet lower VOC thresholds without compromising product performance requires significant research, testing and adjustments to production processes. The extended timeline aims to provide manufacturers with the flexibility to make these changes smoothly and avoid disruptions.

This decision has been welcomed by many in the aerosol coatings industry, as it offers critical additional time to meet regulatory requirements while maintaining product quality and supply continuity.

However, the EPA has made clear that the January 2027 deadline will be strictly enforced, with no further extensions expected. Manufacturers are therefore encouraged to continue advancing their reformulation efforts to ensure compliance and preserve their market positions.

The EPA’s VOC regulations form part of broader efforts to reduce air pollution and improve public health by limiting emissions of volatile organic compounds, which contribute to smog formation.
